A few well-meaning citizens decide to help their village "regain its identity" by holding a Folk Festival.

They choose a pageant based on a somewhat dubious historical event, "The Massacre of the Pendon Twelve" and try to plan the Festival in the traditional English way, by committee.  But on their committee is a young left-wing school teacher who is determined to turn the project into a rally for proletarian revolution, and the Chairman's wife resolves to thwart him by whatever means she can.
